Studies show that the quantity and quality of infrastructure are key factors determining the readiness of a business to invest in a country. a business and a community cannot be successful if it has no regular energy supply or roads to place the goods on the market.
in recent years, Kosovo has achieved considerable success in improving road infrastructure, especially, in the international connections. yet, financial constraints have pushed the railway lines aside. a greater challenge lies in secure, sustainable, and affordable supply of electricity, while existing generation capacities are outworn, and the lack of diversity in imports visibly influences the prices. on the other hand, information technology has become a daily means for home use, but not for the improvement of operational processes in the private sector, public institutions or educational institutions. industrial development and market demands have started exerting serious pressure on natural resources, such as waters and wood, thereby damaging our essential infrastructure of life – our habitat.
For these reasons, the NdS aims to reposition state finance resources towards development of strategic infrastructure assets to the function of development. in the energy sector, the issue of security of supply shall be addressed by constructing new lignite-fuelled capacities, while reviewing opportunities for the exploitation of renewable resources of water and of biogas. the matter of costs shall be addressed by diversification of import resources, by lowering consumption, and by using efficiency measures. road transport infrastructure shall be expanded by completing international highway under development and by starting construction of regional highways, while also modernizing the sole international railway line to facilitate export of mineral resources and agricultural products. Special measures shall also ensure investment for sustainable use of natural resources, thereby preserving a balance between developmental needs and environmental protection.
MEASURES TO BE TAKEN UNDER THIS PILLAR INCLUDE:
DEVELOPMENT IMPACT: expanded iCt utilization on administrative, education, trading and other processes shall facilitate lower operational costs and enable efficiency; thereby, allowing the state and private companies to guide their savings towards investment in other areas. the use of iCt shall also allow for innovation in operational processes of the private sector, and; therefore, its expansion.
DEVELOPMENT IMPACT: ensuring sustainable energy shall influence the improvement of the doing business environment, allow for greater private investment, and improve trade balance in Kosovo, by reducing imports. Sustainable supply should also improve the citizens’ well-being.
DEVELOPMENT IMPACT: integration with regional energy markets should assist in diversifying import resources and lower costs at peak periods. the reduction in import costs shall positively affect on energy costs for businesses and consumers. Creation of a sustainable and affordable electricity supply market will allow for conditions of highly efficient common energy markets, in compliance with eU requirements and a favourable climate for investment.
DEVELOPMENT IMPACT: lowering energy consumption at a rate of 25% per capita by 2022. rational energy consumption should help in lowering energy costs; and, as a result, help businesses and increase private investments. investment growth shall provide higher rates of economic development and growth.
DEVELOPMENT IMPACT: increased participation of renewable energy sources inside the country. in this regard, Kosovo would progress in its international obligations; thereby, increasing the amounts of energy generated in the country, resulting into a better security of supply in the country, improving the business environment, and; thus, in turn, there will be greater investments and economic growth.
DEVELOPMENT IMPACT: lowering costs and distances of transport of goods and people inside and outside Kosovo. opportunities for faster and cheaper transport should help all Kosovo industries obtain their raw material and place their products into the market. the modernization of international railway lines should help the mineral and agricultural exports sectors. the improvement of transport infrastructure shall also attract investment.
DEVELOPMENT IMPACT: impact on agricultural productivity, expansion of economies of scale in agriculture through wholesale market infrastructures, and improving land consolidation through a more functional system of farm registration.
DEVELOPMENT IMPACT: an improved efficiency in water supply and consumption shall result into greater control and better reporting on the amounts of consumed water. Specifically, this should allow a greater income for water supply companies, a reduction of losses, an increase in network connections, and an expanded coverage of irrigation networks.
DEVELOPMENT IMPACT: reduction of environmental impacts and impacts on habitats and the quality of life for the citizens and their health. investment in waste recycling and treatment shall allow for reuse of assets and their recovery in the function of development, for the waste treatment industries, and for others using recycled materials as raw matter. this shall allow for a more sustainable and a more environmentally-friendly economic growth.
DEVELOPMENT IMPACT: Direct effect on a greater rate of forest regeneration and consumption rates, which shall not exceed 60% of forecasted annual growth and reduction of illegal cutting of public forests from 40% to 20% and from 29% to 15% in private forests. Investment and reforms in the forest sector shall have an important impact, not only on environmental protection, but also in supporting industrial development
